Anthony Trotman is a nationally respected executive with over 35 years of experience in health and human services, public administration, and systems transformation. He currently serves as Chief Executive Officer of Trotman Strategic Solutions LLC, where he advises state and local governments, philanthropic institutions, and mission-driven organizations on Medicaid strategy, integrated service delivery, and operational reform. His work emphasizes public policy, program performance, and expanding access to physical and behavioral health services.

Trotman most recently served as Deputy County Manager for Mecklenburg County, North Carolina, where he directed major Public Health and Human Services operations, overseeing a $400 million portfolio and leading a workforce of more than 3,000 employees. He advanced Medicaid-related initiatives focused on eligibility access, care coordination, and service integration in one of the fastest-growing metropolitan regions in the country.

Previously, Trotman held senior executive roles in Ohio’s state government, including as Chief of Staff at the Ohio Department of Job and Family Services, where he supported the administration of Medicaid, SNAP, TANF, and child welfare programs across a $19 billion budget and a staff of over 3,000. He also served as Assistant Chief Policy and Operations Officer at the Ohio Department of Medicaid, where he played a key role in Medicaid policy development, cross-agency coordination, and operational reform. As Director of the Franklin County Department of Job and Family Services, he led local Medicaid eligibility operations and implemented workforce development strategies in Ohio’s most populous county.

Trotman has been instrumental in the design of health and human services models that emphasize innovation, accountability, and measurable outcomes. His expertise spans managed care transitions, intergovernmental partnerships, and financial and operational readiness at both the state and county levels.

He currently serves on the Board of Directors for Alliance Health, Urban League of Central Carolinas, Charlotte Works, and the Jack and Jill of America Foundation, where he contributes to advancing Medicaid transformation, health access, and economic opportunity.
